Fixed Fuel Tank and Electrical System Compliance in RCD Conformity Matrix
When RCD Applies to Fuel and Electrical Systems
Not all RIB boats have permanently installed fuel and electrical systems. Portable fuel tanks and battery-powered navigation lights fall under simpler rules. However, when a RIB has a permanently installed fuel tank or a fixed electrical installation, additional RCD essential requirements apply and must be documented in the conformity assessment matrix.
Fixed Fuel Systems: ISO 21487
Permanently installed fuel tanks in RIB boats must comply with ISO 21487, which specifies requirements for:
- Tank construction: materials, weld quality, and pressure testing
- Tank installation: secure mounting, clearance from heat sources, and ventilation
- Fuel lines: material, routing, connections, and leak prevention
- Fill and vent pipes: overflow prevention, flame arrestor requirements
- Fuel filters and water separators: installation and accessibility
- Fire protection: fire-resistant materials between tank and potential ignition sources
Key Compliance Points
- The tank must be tested to 1.5 times its rated pressure
- All connections must be accessible for inspection
- The fuel system must be grounded to prevent static discharge
- A fuel shut-off valve must be accessible from the helm position
Electrical Systems: ISO 10133
Permanently installed electrical systems in RIB boats must comply with ISO 10133, covering:
- DC systems: wiring, overcurrent protection, and battery installation
- Bilge pumping circuits: independent from other circuits
- Navigation lights: compliance with COLREG requirements
- Circuit protection: fuses or circuit breakers for every circuit
- Battery installation: secured, ventilated, and isolated from fuel systems
- Wiring: marine-grade cable, proper routing, chafe protection, and terminal connections
Key Compliance Points
- Battery compartments must be ventilated to prevent hydrogen accumulation
- No electrical connections in fuel tank spaces
- Main battery disconnect must be accessible
- Wiring must be identified and documented in a wiring diagram
The Conformity Assessment Matrix
The RCD conformity assessment matrix is a document that maps each essential requirement to the specific standard, test, or design solution used to demonstrate compliance. For fuel and electrical systems, the matrix entries typically include:
- Essential requirement reference (Annex I of the RCD)
- Harmonised standard applied (ISO 21487, ISO 10133)
- Specific clause or test method used
- Evidence location (test report number, drawing reference)
- Result and conformity determination
Fire Protection Integration
Both ISO 21487 and ISO 10133 intersect with fire protection requirements under ISO 9094. The conformity matrix must show that the combined fuel, electrical, and fire protection systems work together to achieve the required level of safety.
Documentation Requirements
The technical file must include:
- Fuel system design drawings and calculations
- Electrical system wiring diagrams
- Component certificates for tanks, pumps, and electrical equipment
- Fire protection test reports
- Completed conformity assessment matrix entries for all applicable requirements
