RCD Conformity Assessment Modules: B+C vs B+D Explained

What Are RCD Conformity Assessment Modules?

Under the EU Recreational Craft Directive (2013/53/EU), boats must undergo a conformity assessment before the CE mark can be applied. The directive offers several module combinations, but for RIB boats in design categories A, B, or C, the two most common paths are Module B+C and Module B+D.

Module B: EC Type Examination

Module B is the first step in both paths. A notified body examines the RIB design, technical file, and prototype to confirm it meets the essential requirements of the RCD. The output is an EC type examination certificate.

This module covers:

  • Review of the technical construction file
  • Inspection of the prototype RIB
  • Verification of stability and buoyancy calculations
  • Confirmation of design category compliance

Module C: Internal Production Control

After Module B, the manufacturer self-certifies that each subsequent unit matches the approved type. The notified body has no ongoing involvement in production quality. The manufacturer must:

  • Maintain a production control system
  • Keep technical file records for 10 years
  • Affix the CE mark and issue the Declaration of Conformity

Module C is acceptable for low-volume or one-off builds but offers less third-party oversight.

Module D: Production Quality Assurance

Module D requires the manufacturer to operate an approved quality system — typically ISO 9001 — that is audited by the notified body. The notified body performs periodic surveillance audits to ensure every production unit conforms to the approved type.

Benefits of Module D:

  • Ongoing third-party oversight of production quality
  • Systematic process control and traceability
  • Stronger credibility with commercial and government buyers
  • Reduced risk of non-conforming products reaching the market

B+C vs B+D: Which Is Better?

For series production RIBs, B+D is strongly preferred. Commercial buyers, government agencies, and insurance underwriters recognise Module D as evidence of consistent manufacturing quality. Module C relies entirely on self-declaration, which carries higher risk for multi-unit orders.

Choosing a Manufacturer

When evaluating RIB suppliers, ask which conformity assessment module they hold. A manufacturer with Module B+D demonstrates investment in quality systems and provides greater assurance that every boat off the line meets the approved design standard.
